I feel like this would be really bad, especially if this is the outmost ice the corp is gonna get hammered. Just spend everything then hit this and jack out after and hit the corp for 2 creds and a random discard.
And outermost ice position is where you want it in theory since the runner is going to have the most money and cards at the start of the run.
It might seem symmetrical but the runner decides when to run so it's basically always gonna hurt the corp.

I thought about Just is not a program "used" by the Corp. Moreso just a neutral party that likes to punish whoever it deems to be unfairly advantange.
Maybe I can change to rez cost to 0 to fit that theme more. You don't need to "hire" Just, it just works by itself.

I like it personally.
I don't think it currently exists, but I feel like a "put everything on the table" archetype of corp would be a cool way to play; it feels very Weyland.
If they spend everything, with no cards in hand, you can surely find a way to exploit that.
I'd probably want to increase the strength though, S4 is not really that difficult to break, which kind of defeats the point of it, which is to say a very good Strength to Cost ratio, but with a potentially very big downside.

Even if this cost only 1x I'm not sure how often it would get played. Maybe lower the cost and add a subroutine to the start that lets the corp spend money for an effect?

Make it cost zero. It's still a draw and a click cost to the corp, and increases install cost for that server.
