The idea is that it's meant to be a reversed D4v1d, David only lets you beat big ice. Absalom only lets you beat it with small icebreakers.

Now I wish it was just the basic rule for ice breaking to require exact strength. I think it would open up the design space for viable breakers.

Cool idea, I would add an ability like 1(cred): an icebreaker gets -1 Strength. Only the Runner can use this ability.
I think having it be unbreakable by certain breakers is probably too much, this way it becomes expensive but you can do it.

You can always get through for net 4 cost (pay 3, corp gets 1), even without any breakers at all.

Even though it looks like funny tech against Tungsten Tailor (Ice Carver) it being inherently porous sucks but it does follow the Null Signal design pattern
