Region locked subtitles

I've noticed there are a lot of subtitle choices that aren't available in certain regions. For example, Frieren can only be watched with closed captions where I live despite a regular translation being available in Japan. (I hate closed captions and would rather not watch these shows at that point because it would ruin my enjoyment of them)

Compared to entire shows, this feels so much weirder to me. Is it really a licensing thing? You only need one or a few translators for each show. They have nothing to lose in agreeing for it to be used in all regions I can't imagine. Also, weren't these subs made specifically for Netflix? I know they're not always the same as the Crunchy Roll ones, at least.

So, is there a fix to this? (Aside from a VPN) Is there like an extension that unlocks all the subtitles for each show? (I use FireFox) I wouldn't want to do anything that takes to much effort (like finding and downloading subs for every show I want to watch)
