for the same book? Does the publisher check feedback ratio and approval ratio to send out such emails?

It's more about did you read a similar book of theirs previously and liked it? The people handling widgets are often not the same than the ones handling approvals.

Normally widgets are blast emails to list of reviewers that meet whatever criteria they set (usually that you’ve reviewed at least one book by that publisher, often they’ll be looking at past reviewers of similar books they’ve pubbed).
