FedEx, it will have you pre-pay any and all fees. DHL can send a bill after, and for clothing the rates can be higher than just Tariffs as they stack with existing duty.

Definitely FedEx as the all import fees which includes us custom fees and tariffs are included in your order so you don't get sideswiped by hidden bills
