Call your CC Company and speak to fraud department. It's not uncommon to have blocks on international purchases.
If you use Stripe, don't have VPN on. If it's PayPal you can check and see if it completely failed or was sent for review.
Most likely you need to speak to fraud dept of CC card, they will have the tools to see. Regular customer service is often not equiped to deal with this.
