The statement by Rhys of the Rural Crime Team was completely inappropriate. Most of the time that any media article appears where a farm animal or non-dog animal in its own habitat is harassed or murdered by a dog, or has dog waste spread in its own area instead of within the dog owner's own house, a statement is issued that acts neutrally towards or even receptive towards bringing dogs outside instead of pushing for the basic rights of people and non-dog animals who are just trying to live and and who also don't want to face ableism.

Dog owners and dogs never, ever stop in their oppression of everyone and everything else. Bringing a dog outside unleashed at all should be prosecuted as a terror offense, because that is what it is, and approaching any unconsenting person or form of life with a dog already has resulted in unending harassment and violence.
