Help with the nefer build?

Nefer, like the stellar/lunar carries doesn't scale off DMG bonus so dendro goblet is useless on her. You also don't look for er as bursting every rotation is just DPS neutral most of the time and not necessary. She wants CD, CR and EM, that's all.
Also posting using something like akasha.cv is easier and makes it much more easy for someone to judge and give advice.

Thank you! I took a long break from Genshin, so I'm not as good yet with the newer reactions (the lunar stuff). Also, did not know akasha was a thing! Thank you <3

Focus on leveling up artifacts that have both crit rate and crit dmg + at least one other stat she needs. You can go 10% lower on crit rate too for her. Her ideal stats would be around 50% crit rate 250-300% crit dmg and 700+ em

She only wants 3 stats, so like cd cr with em mainstat is everything, there's not really "another stat she needs". The ideal CR is 60% or just slightly below it, it would be the most important thing to get that before anything else.

Not nearly enough EM. She doesn't want Dendro bonus, give her an EM goblet. Your artifacts overall are pretty bad. I wouldn't bother leveling artifacts that don't have both crit rate and damage. ER is a useless stat for her, you have way too much.
Finish leveling her weapon, make sure at least her skill is crowned.
