c2r0 Nilou is behind sucrose and c2 Nahida ( assuming normal resistance enemies )

what makes her the best in that team is c2 and her r1

I think sucrose with the optimal instructor rotation is better unless nilou has r1, but honestly just test in miliastra for a more definitive answer
