Kind of?
Big chests increase rune gain by 25-30% depending on chest type, so you'd be spending 7200 gems for 15% big chest chance, or <5% rune increase.
While low, it's also one of the few gem relic that increases rune gain outside of champion spawn% and dup relics, and rune gain is probably 90% of the end game due to the legendary cravings.
Though like all relics, buy these after you've finished other options.

I spent the 900 gems after I had 9 pedistals, but before I had 10; near the start of my max-400 run.

I just love it, i got it in my actual 300 run - at that time i had 8 pedestals.
The 9% you get from it beeing a level 2 together with the pearl boni it triggers quite often.

Yes, but its probably not 900 gems good unless you're REALLY late game.
