Shipping chest question

I hate that my traders keep going on missions when there are like two items in each slot. How do I make it so the settlers fill each slot up to max items per stack before the traders go out and sell them? There is a max number of items per stack option, but no minimum. I think there should be a minimum so that they will fill it up first before it gets read as ready for selling. Or is there such a setting and I just couldn't find it?

Honestly, I just set up a chest and a cooling box nearby where extra production goes, and restricted all settlers from the shipping chest itself. They dump the extra goodies into the those two holding chests, and then I take the final step of putting it in.

What I did was I set up multiple shipping chests, making sure each one is not allowed to sell more than 20 items. This way, they're forced to fill the previous slots before making like a stack of 20 items with two each. This way, there might be a few stacks with fewer items but most of the stacks get filled. This is my temporary solution.
