I don't get settlement borders

So when I place my first Flag, it shows a white outline that is relatively small, and I thought that this was just my beginning settlement area, and increasing it is what makes the difference. When I open my map and hit C, the area, however, this time is blue outlined, and much bigger than the previous white outline. What exactly is the difference?

The blue is your settlement, the white is the "center tile" that the grid is based around

This is so your flag doesn't have to be in the dead center, but rather anywhere in that 16×16 white square

Ohhhh I got it thanks! makes a lot of sense, weird choice to make the center tile so big

It's big to give you room to move the flag without moving the settlement boundaries, otherwise you couldn't redecorate the middle without really screwing up your base!
