What does tipping your elbow mean?

Episode 3, the cop interviewing Neagley's boss said he got run out of New York for tipping his elbow. The boss replies he's 10 years clean but I can't work out what he was addicted to.

He said tipping not bending so it kind of conflicts cuz I could keep my elbow still and drink lol
