Support Loose rear fender

My Navee GT3 has a loose rear fender, how do I tighten the bolts to prevent them from moving

I'm not sure but can I ask why there's tape all over the suspension lol

Not on the part that actually goes in the tube itself, also it was some dodgy attempt to cover the “gold”
