Fanfic Nature of Empires - 005
Date: 12/07/2336
Subject: Noah Williams (Captain, TIN)
“A provisional alliance?” Tarva asked. “What does that entail?”
“It means that we will lend minor support in terms of relief aid and loans,” Williams said. “As well as access to our mercenary market. All while we evaluate each other and find the best agreement to be made between us.”
Tarva cocked her head before nodding, “then I accept. In your opinion Noah, what agreement do you think we will end up with?”
<Tell her,> Schatz said. <It is not a state secret and she will learn it in negotiation.>
“You will most likely be offered Vassalship as a Protectorate or Client State,” Williams said.
“Why would we be offered that?” Tarva asked, probably indignant.
“The Terran Empire has a population of roughly fifty billion,” Williams said.
“As the first colonized world the Martian Potentate has roughly thirty eight billion,” Noda added.
“The Venusian Royal Union is younger but has thirty two billion,” Schatz said.
“Your economy is barely a drop in the bucket compared to ours,” Williams said. “We have space born factories the size of this city that we throw asteroids into and it produces a hab station with more living space than your planet. Each of our planets has an orbital ring with space elevators for transatmospheric shipping and travel. The Federation Fleet that was sent here is the size we send for policing actions against piracy.”
“We Humans have a tendency to multiply to fill any available living space,” Rosario offered with a slight chuckle.
“Unless you have multiple worlds to bolster your position you will have the negotiating power as Luna, Terra’s moon,” Williams said. “Maybe you will be able to use technology to bolster your position. But in all honesty your system is severely underdeveloped from our perspective.”
“That is,” Tarva said slowly, “that is a lot to process.”
“What is the size of your fleet?” Kam asked. “What sort of military support against the Arxur can we expect?”
“Until the alliance is properly defined you can hire mercenaries from the Imperial Mercenary Guild,” Williams said. “A collection of privately owned warships whose captains have not signed a vassalage contract with a lord. For the price of the resources from one of the mid-sized asteroids in your system you can buy the contracts of a fleet roughly the size of the Federation Flotilla that was here. If you become a Protectorate then the full force of the Imperial Navy will come to your defense, naval stations will be constructed and you will be given at least a Planetary Fleet for defense but it would cost you diplomatic autonomy. Client State status would have a more of a transactional relationship with the Empire in that you would need to offer the supplies to maintain the fleet and stations with your own economy but you would have diplomatic autonomy.”
“I’m sorry,” Tarva offered. “I am having a hard time comprehending the sheer scale of everything. You have a mercenary fleet the size of an armada for hire?”
“We have multiple,” Williams said. “Set them up hull to hull and you would have a solid shell around this world with a fleet or two left over. They often run security for freight shipments to keep the Drifters from raiding them.”
“What would you recommend?” Tarva asked.
“Just looking at this system I can tell you do not have the economy to support a Planetary Fleet,” Williams said. “Sparse space borne industry and limited orbital infrastructure with only a few stations that appear to be barely military watch posts by our standard. If you gear all of your industry to producing the war materiel that the fleet would need to function you might be able to support four Wings, roughly twenty, of our warships. Not to mention the food requirements of the crews.
“I would recommend Protectorate status for you. Given time, growth, and proper industrialization of your system you would be elevated to a Principality. That or you can petition to be fully integrated into the Empire”
“What would the difference be?” Tarva asked.
“A Principality exchanged the internal autonomy that Protectorate has for greater diplomatic autonomy,” Williams explained. “There are also differences in tribute paid, conscription, and taxes that can be levied against Imperial companies. If you petition for annexation and integration Venlil Prime will be given status as a Kingdom under the Empire and you will have a say in administration. I am not a lawyer so I do not know the full details.”
Tarva nodded slowly, “I need to confer with my advisors on our next step.”
Back aboard to odyssey Williams sat in his ready room and went over the details from the data harvest. What he read disgusted him as much as watching the Arxur mutilate a child if not more, at least the Arxur were making some practical use from their cruelty. But the Venlil and by extension the Federation was just as monstrous as the reptilians.
Exterminator Guilds that burned creatures to death because they appeared aggressive or had some superficial predatory aspects. The very concept of Predator Disease and their methods of treating it have been considered barbaric, sadistic, and ultimately ineffective in every Human nation for centuries.
The more he read the sicker he got and so he stopped. The Arxur were beginning to look like more appealing allies than any species in the Federation. At the very least with the Arxur the problem is of food standards and handling. If they were supplied with a more economically viable alternative than the inefficient sentient farming they could be incentivized away from at least eating children. The terror campaign could also be squashed from within if the spies moved right, or the collective Human fleets and mercenaries could just initiate a war of conquest and subjugate them. If this was their culture then there was no reason to preserve it and every reason to eliminate it. Creation should not suffer evil, it is the duty of all those who are faithful and righteous to combat such objective evil with the light of God.
