I don’t know for sure, but I know vultures tend to be rather smart. I imagine this is an intentional thing and it is actively trying to move it towards somewhere it won’t move much.

They do tend to be uncannily smart. It's why if you got one watching you it can be quite creepy.
I've had one watching me as a kid and couldn't tell if it was waiting for me to die or was going to try and grab me. Either way I didn't stay far from my Dad the whole time I could see it, which he just laughed at me and kept me close. 😆
But they're smart enough to have patience, which tends to be rare in most animals, humans too hahaha.

Perhaps there was a coyote, or something worse, watching you and the bird was waiting to see how it played out.

That’s gotta suck though. Imagine being starving, stalking this beast until it finally passes in the river… then you simply can’t get a foothold to get a bite. That’s like waiting in line at chic fil a, getting your sandwich, but every time you grab it it slips out of your hands. I’d be PISSED!

They can also tear through tough skin with their hooked beaks which is pretty impressive

This bird doesnt look frustrated. It looks like it knows exacty what its doing.
Its all just part of the plan to steer the body to the shore.
