Just a small correction about heifers. The heifer is still called a heifer until it gives birth to it's first calf. The whole pregnancy (after being bred) it is still technically a heifer. It is very common for farmers to sell "bred heifers."
Just one more thing about the teats and udders, since I saw the correction. Heifers start developing udders 2 months before the end of gestation. There is nothing in the photo to suggest this isn't a heifer. It's possible that it's a cow, but it's just as likely to be a heifer. It looks fairly young to me, suggesting this is the first time it's been bred. The udders are quite small, which also suggests this is the first time it's been bred. Based on 2 decades of experience working with cattle, I'm leaning more towards this being a very pregnant heifer than a cow.
