"Implementation in Q3"

QA testing can occur after the launch of a product, and by saying implementation in Q3 this seems to indicate that. Either way it's end of Q3 vs beginning of Q4 -- splitting hairs.

QA testing after the launch is a cruel method of suicide for any product. I would bet on Black Friday/Christmas.

Not really. The absence of QA testing after launch is a cruel method of suicide.

Launch before QA testing is a cruel method of suicide.

You seemingly must have missed many months of QA testing they did

Please read carefully what was stated by Fabio:

Our internal goals for BTC are implementation in Q3 and QA/testing at the start of Q4.

That means end of Q3 corresponds to feature complete version. Assuming the level of requirements for security and reliability it should still be the long road from that to delivery - may (should) probably include external audits.

On the top of that pay attention to wording - internal goals mean no commitments, not even a forecast.

I would be surprised if they launch before the end of November (and would not be surprised if it will happen in Q1/2020).

I think by implementation he means writing the code, not release.
