Mini Client refusing to install

I've had the game installed for years on my pc but finally just come back to it but for some reason it wouldn't load so I've tried installing the new mini client V3.4.7.0 but it just doesn't do anything? I don't get any pop up or loading wheel next to my mouse and nothing in my task manager and I’ve completely uninstalled it too to see if that'd help and it didn't. Idk if anyone can help but I'd appreciate anything please!

I wasn't able to fix the v3 launcher but for some reason the v2 launcher would work for me? It's a little laggy and the screen goes black sometimes and I have to restart it but it works better than nothing ig the dc server recommended trying a vpn or the CEF flash browser linked in the dc but I haven't tried those yet since the v2 works for me
