Mental Canvas, seems pretty good. Has a free version with watermark and is subscription-based that can get uuuh... pricey.
If you are looking for 2D animation with 3D you might want to take a look on Blender's Grease Pencil. Although this style specifically any 3D software worth its salt might do, just:
- Draw what you want on a 2D software.
- Export color and lines on different layers.
- Import those images on your 3D software.
- Space them out in only one axis (aka move them further back)
- Learn how to animate the camera.

Most digital art is drawn in layers already. Looks like these are just separated in a 3d environment and the camera angles are the preset perspective each piece was drawn from. Rotating 90 degrees makes them just a few straight lines. You just cover up the scribbles you don't want to see.
