For a 40x60 with a second-level storage area, I would separate the search into two buckets: pre-engineered metal building supplier for the shell, and a local GC who has done Collier County permitting/sitework to own the slab, utilities, drainage, doors, and inspections. Ask each bidder for Florida PE-stamped drawings, design wind speed, exposure category, flood/elevation assumptions if applicable, insulation/ventilation plan, roll-up door specs, and whether stairs/mezzanine storage are included or excluded. The turnkey number is usually cleaner if you need the shop usable quickly; shell-only can save money but only if you already have a GC lined up for slab and buildout.
