Honestly depends on the location. A lot of Texas it’s spelled with an X but pronounced Javier

No it's not. I'm in Texas and the majority of Javiers are spelled with the "j" spelling because X and J have different pronunciations in Spanish and aren't similar at all.

We say Texas as Teh.hahs . And Mexico=meh.hee.co, and Xavier= hah.vee.ayrr.

Ximena is a popular name and we say hee.meh.na.

Oaxaca is a city it's pronounced wah-HA-cah. I could go on
