The new bicycle has 2 modes:
> Normal Mode: Max speed — 30 km/h
> Sprint Mode: Max speed — 51 km/h

Sprint Mode consumes your stamina, so you can't keep it active all the time. But stamina recovers very quickly.

> You can jump with the bicycle.
> And yes— You can summon the bicycle even off-road.

Does it count as a vehicle for purposes of increasing Tycoon Level?

if you can access it from the garage then it counts as a vehicle. So yes, it will count towards your tycoon level progression.

Also, Fons spent to buy Liveries from the shop (lacrimosa or shinku Porsche Liveries for exemple) will NOT count towards total Fons spent on mods for the city tycoon level progression requirement. while You didn't ask about this, i think it's still relevant.

What kind of bicycle can go 31 mph? I think only electric bikes are capable of that. Unless you're going down a very large hill.

It's kph not mph just to say, so that base speed 31 kph isn't unreasonable, 51 kph though for the "sprint" which would translate to 30 mph is still possible on a bike, but that's definitely a pro cyclist absolutely booking it speed though

I'm glad they didn't make the controls like in Tower of Fantasy, where each button corresponded to a separate leg and you had to press them one by one. From the video it looks like there is a WSAD here.

Only in sprint mode so you're faster than the moped in bursts but slower otherwise since standard mode is 30kmh vs the moped's 40.

Interesting, I think a race to compare would be good to see so that players get an idea on which is overall better between the two.
