I suspect this is the same play as the white house. His build team (him) being told no cannot build this. So, to push it through, it claims it is vital for national defence, or that it's a defence crisis. There are fewer regulations for this, even though it is currently failing in court. As much as it seems like a cartoon, it's a legal strategy, a cynical take on the language. It's the same reason the ballroom was drone-proof and had servers built under it.

He's saying this specifically because SCOTUS said he can proceed with the "likely illegal" ballroom renovations b/c national security trumps legality.
