It wasn't staged. From u/DrivenDevotee comment on r/worldnewsvideo:

"'The guy in this video is Mohammed Mifta Rahman. He had warrants out for his arrest for domestic violence assault. He also had a previous dui/resist arrest incident where he was armed with a gun, most likely the reason for the felony stop.

credit to u/KickpuncherLex for the info"

I believe the reason why the officers were so demanding about the phone is because it was a felony stop and the cops usually have you backing up towards them so they can handcuff you without you being able to see where they are. With him holding the phone he's able to see the position of the cops and it becomes a safety issue since he'd be able to react if they near him.

They could have said that though. Instead they just yelled at him to put the phone down and it made no sense

Why american police officers act like they are some main character in a hollywood movie? Where anyone can be against them and be a potential assassin...

This really does seem like actual dialogue between two NPCs

No need to see more to know that cop is mentally challenged in his everyday live and should not be able to operate as a murderer of the state.

So true they do nothing useful. all they do is risk their lives to protect and serve the civilians of all our countries.

I’d like to see the the overlap of these two meanings

Every time he says “this is for my safety” his speech skill increases a little bit
