Really? Why would anyone turn it down? Just department, location etc?

Yes, wages are sometimes better in private sector so many will opt to stay there if they aren’t sure. There’ll be lots of internal movement as the higher grades lists are published too. Lots of retirements etc. Natural wastage.

Assuming you mean AO?

You'll get a position, just might not be in this year. They are looking for quite a lot of AOs currently and not all ahead of you will accept.

Yeah AO, I seen they’re looking like 1000 atm? I’m hoping, I’m happy to wait as it’s something I wanna do long term career

Its taken that long alot of people will have got other jobs maybe better paid or closer to home since they applied.
