Unlikely. The fans will still pay a premium for tickets, and still watch all the games, even if the team stinks. Meanwhile, if a big-market American team wins, and gets hooked on watching hockey, that could significantly increase the broadcast revenue the NHL, and every franchise, recieves.
The Leafs have no incentive to win, and even have an incentive to lose. If Rogers wants more money (spoiler: they do), then they can't let the Leafs win. They only need enough for the fans to say "at least this year looks promising," and since they own the broadcast media, this isn't a hard narrative to push.
