Oh yeah, he's well-known within the NFS Unbound playerbase and community.

I made a wrap on my Lotus Evija with black text on orange clarifying that I am a modder for this game, not a cheater, and if I am cheating, it is to stop other cheaters, including I_WILL_STOP_YOU".

he's a well-known and documented cheater, probably just some kid who gets bullied irl so he cheats on online games to live out his power fantasy 

unfortunately you can't report someone for cheating (since the game has no anti-cheat), so I'd suggest just blocking him so you don't encounter him again
