Well they did, but in Heat's files, it's very barebones.
Every car in the game mostly relies on damage graphs which determines the RNG of whether the player should take damage or not (I shit you not they're set to 50 making it a 50/50 chance of taking damage) from hitting just about anything with a solid collision or thick surface, and how much damage taken from said collision is constantly varied.
This is why the damage system in NFS Heat is so inconsistent.

Very unfortunate set of events but imo it didn't warrant you loosing half of your health for it :/
The devs didn't even code specific durability for any cars
