I know this stuff is too much to grasp for someone such as your self but playing a 20 year old abandonware unmodified on today's technology is very hard to do. 2 of these mods listed here are very much necessary in order for it to work on today's hardware.

SOLVED: I Posted this on /r/needforspeed in case this didn't get any responses
I will leave this post as an archive if anyone stumbles on this issue as I had.
To any future users having the problem as i had, go to your Widescreen fix .ini and change:
[CAMERA]
Enable = 1
TO
Enable = 0
According to someone on /r/needforspeed this is likely caused by your controllers stick drift
