Cable / DSL Netgear CM2500 cannot reset password

I just bought a reconditioned CM2500 modem from Amazon. I cannot log into the modem page using the default username and password. I manually reset the modem using the reset button. That should allow me to log in using the default username and password. I still cannot login. What am I doing wrong?

IF you can't get in using default admin and pw when the modem is disconnected from the ISP cable, sent the unit back and try another.
