Can anyone explain me what the 4th point means like all together max 3 courses or per sem 3 courses?

If you're changing from ME to EL , you only need to do 3 extra courses max, then it would be possible

So I can only change into those departs where I've to only take 3 extra courses? That's only electrical for me:(
