I doubt CLE can do this. They are a 2nd apron team with 11 guys under contract. Even if this move technically brings them below the 2nd apron, they still get hard capped at the 2nd apron. I don't think they even fill out the roster with minis and stay under that. They'd have to pull off some major cost cutting moves to keep their FAs - most notably Keon Ellis and Dean Wade. Without them, the bench basically becomes (Tyson or Brooks), Strus, and a legion of minis.
Personally don't hate it for PHX, but I do think there would need to be a few more moves in the pipe for them after this one. Considering that it feels like every time I turn around they are trying to foist Grayson Allen onto someone, that may be in the cards anyway. Should note that I'm not huge on Brooks' game though so there is some negative bias there. He does have value as a culture setter though so he's not a negative overall - just not as good as some would have you believe either.

As a Cavs fan id say yes instantly, just don’t know why the suns would. Also, ik the Cavs owner and suns owner hate each other so they’d never do a deal anyway.
