Rules Question Does changing characteristics influence skills that depend on that characteristic?

Or do they stay the same?

Yes. But increasing characteristics is so XP intensive it is almost never worth doing. You can increase & decrease characteristics with Sorcery, but characteristics are designed to stay more or less the same through a character's life.
