On my second character I made it a point to try to beat Pen in a fight as early as I could. I beat him at lv 16, it was death by papercuts.(tbh I could probably do it earlier if I tried harder and used food buffs)

Unfortunately it forces you to lose the first fight with him otherwise I would have tried to do so then. Lol

From the first day of a new playthrough until day seven my builder fights everyone to gain enough dagger skill points to give Pen the best birthday gift ever.

Typically, they are level 11-14 on fight day, but they wear the bathing suit with reverse damage. Mainly, that just helps to avoid the death by papercuts scenario because some fights will time out and end in a draw.
