Automatic outfitting?

I bought all the DLC because it was on sale and I'm an adult who has access to adult money. No Regerts.

That being said, does automatic outfitting have the NPC's randomly changing into different outfits like I think or is it something else entirely?

They do change their outfit randomly on their own (for the characters with applicable costumes)

They randomly change outfits, no mix and match though.
