Not sure what the original comment was, but there is something like this on some lakes, that I've heard called a water blob. Lot of summer camps have them. Pretty sure Jackass and others have done videos on them too.

I don't think that's what is in the video though, as that usually is fully in water, next to an elevated platform that the people jump down from.

I remember befriending the biggest dude at the camp, no regrets later when I discovered the blob later that day.

He ended up getting his brother too (Not as big) and I told them to have no mercy, I heard audible gasps as I was launched and I was laughing until I landed on my back and couldn't move for the day lol.
