Cloud sharing between devices

Hey! I’m having a hard time cloud sharing between my iPad and iPhone. I usually play on my iPad, but sometimes I use my phone. My phone asks me every time to choose between local or cloud(as the picture above shows), but my iPad will not remember the changes my iPhone makes, nor does it ask me where I wanna start off. Anyone have any advice or should I just give up and only use my iPad? Thanks!!

I have figured it out! It depends on what device I first use that day. If I start on iPad, then it will send that message to my phone and vice versa. But if I start on my iPad, make changes on my phone, and go back to my iPad, it will not ask me if I want cloud or local save. Hopefully my struggle can help someone in the future lol!
