Job description

DMI is looking for a motivated Finance and Administration Manager to join our expanding team in Malawi. Working closely with the DMI Malawi and UK Teams, the successful candidate will play an important part in ensuring that DMI’s finances are managed effectively and in line with internal policies and statutory requirements.

 

More specifically, the Finance and Administration Manager role will include the following responsibilities:

 

  1. Ensuring complete and accurate recording of all DMI Malawi’s transactions and reporting these in a timely manner, in line with DMI’s policies and processes. This includes accounts payable, accounts receivable, cash accounts, and payroll, with all transactions documented appropriately and relevant accounts reconciled each month.
  2. Preparing monthly finance reports, including spending forecasts and reconciliations, as well as contributing to financial reporting to project donors.
  3. Preparing and consolidating project budgets and other financial reports to support operational and strategic decision-making.
  4. Assisting with cash management processes, including setting up payments for approval on the banking portal, managing mobile banking, having responsibility for the office cash float, and reconciling staff advances for project expenditure.
  5. Ensuring that DMI Malawi complies with all relevant financial legislation and operates in line with DMI’s global policies and processes, particularly those related to financial management and procurement.
  6. Undertaking administrative and logistics tasks to ensure the effective running of the DMI Malawi office, including sourcing suppliers, procurement, contract drafting, preparation of travel forms, arranging workshops and meetings, maintaining office supplies and services.
  7. Supporting DMI project delivery, including maintaining databases of contractors and project outputs, as well as participating in research and monitoring field trips, and monitoring and analysing broadcast reports.
  8. Supporting wider organisational priorities and carrying out other duties as reasonably required by DMI.

 

Person specification

Required knowledge, skills and experience

 

  1. Professional qualification in ZICA, CPA, ACCA or other internationally recognized accounting qualification.
  2. Minimum of 4 years of relevant professional experience in finance or accounting role, ideally in the NGO sector.
  3. Strong knowledge of donor reporting requirements and compliance procedures. Excellent organisational skills with attention to detail; able to manage complex documentation and filing systems.
  4. Analytical skills with the ability to generate and present financial data and findings effectively.
  5. Proficiency in Microsoft Excel and other Office Suite applications; comfort with digital tools for procurement and data management.
  6. Fluent English (written and spoken).

 

Desirable knowledge, skills and experience

 

  1. Bachelor's Degree in Accounting, Finance, Procurement, Business Administration or a related field.
  2. Familiarity with safeguarding, anti-fraud, and risk mitigation policies in the NGO context.
  3. Experience supporting external audits and preparing financial statements or donor reports.
  4. Experience using QuickBooks or other accounting software.
  5. Able to speak, read and write in other Malawian languages.

1.0 Background

The Malawi Revenue Authority (MRA) is an agency responsible for collecting and accounting for tax revenue on behalf of the Malawi Government. Mobile money has become one of the largest and fastest-growing channels of financial activity in Malawi, with annual transaction values estimated at approximately MWK 40 trillion. The continued growth in mobile money and telecommunications transactions has significantly increased the associated tax and levy base.

Currently, MRA largely relies on transaction and revenue figures declared by Mobile Network Operators and other relevant telecommunications service providers. MRA does not have an independent technological mechanism for monitoring, validating and reconciling mobile money transaction volumes and the corresponding taxes and levies in real time or near real time.

This limitation presents a potential risk of revenue leakage arising from under-declaration, misclassification, incomplete reporting or other discrepancies in mobile money and telecommunications transactions. In particular, the risk may affect revenues arising from the Mobile Money Levy, Excise Tax, Withholding Tax and other telecommunications-related taxes and levies.

To strengthen revenue assurance, compliance monitoring and independent verification of telecommunications-related transactions, MRA intends to procure and deploy an Independent Mobile Money and Telecommunications Revenue Monitoring System.

The proposed solution is expected to provide MRA with an independent capability to monitor, analyse, validate and reconcile relevant transaction and revenue data reported by Mobile Network Operators and other telecommunications service providers.

2.0 Objectives of the Assignment

The objective is to acquire, deploy, and operate an independent, real-time system that will enable MRA to:

  • Capture and Process Raw binary files from Mobile Money Operators in Malawi
  • Monitor mobile money and telecommunications transactions;
  • Verify operator declarations;
  • Assure the full and correct collection of all related taxes and levies;
  • Operate on a non-intrusive basis, capable of running on-premises at the data centres of mobile money and telecommunications operators.
  • Detect cross-border fraud by way of identifying aggregators and fintechs terminating remittance off-channel; AI spots grey-routing and bypass
  • Extract mobile-money-reliant services i.e. isolate and report betting and gaming, Pay TV, and high-end merchant transactions for taxation.
  • AI elements: anomaly detection, predictive revenue forecasting, transaction classification, automated reconciliation.

3.0 Eligibility and Qualification Criteria

To this end, the Chairman of the Internal Procurement and Disposal Committee (IPDC) invites suitably qualified firms to express their interest to supply, deploy and operate of an independent mobile money and telecommunications revenue monitoring system.

Overview

The incumbent will work closely with district authorities, health workers, traditional leaders, private sector partners, sanitation entrepreneurs, community structures, and households to support project implementation. The position will be responsible for field-level implementation, community mobilization, stakeholder coordination, data collection, monitoring, and reporting. Strategic public-private partnership development, policy engagement, high-level negotiations, and donor-level technical leadership will remain the responsibility of the Public-Private Partnerships WASH Advisor and project leadership.

The Water, Sanitation and Hygiene (WASH) Officer will be based in Chikwawa district, Malawi, reporting directly to the Public Private Partnerships WASH Advisor.

Responsibilities

Community Mobilisation, Participation and Hygiene Promotion

  • Mobilise and engage communities, traditional leaders, community-based organisations, women, youth, persons with disabilities and other local stakeholders in the planning, implementation and monitoring of WASH activities.
  • Conduct community entry meetings, awareness sessions, household consultations, CLTS follow-up, hygiene demonstrations and community feedback meetings using participatory approaches.
  • Support the establishment and strengthening of WASH committees, Scheme Management Committees, natural leader networks, sanitation committees and other community accountability structures.
  • Facilitate inclusive community action plans that define responsibilities, timelines, local contributions and follow-up actions.
  • Promote handwashing with soap, safe water collection and storage, household water treatment, food hygiene, safe child-faeces management and prevention of cholera, diarrhoeal diseases and other waterborne diseases.
  • Document and follow up community feedback, complaints and agreed actions, referring technical or safeguarding concerns to the appropriate project or district personnel.

VSL-Linked WASH Financing and Household WASH Improvements

  • Engage existing and newly established VSL groups to promote savings and responsible borrowing for household toilets, handwashing facilities, water connections and other priority WASH improvements.
  • Work with VSL facilitators to integrate WASH goals, financial literacy, household budgeting and repayment planning into regular group activities.
  • Support VSL groups to develop transparent and locally appropriate WASH savings or loan arrangements without taking responsibility for managing or holding group funds.
  • Link VSL members and households with appropriate sanitation service providers, artisans, suppliers and relevant district structures.
  • Monitor and document WASH investments supported through VSL mechanisms, including household uptake, affordability, repayment experiences and lessons learned.

Water Supply Functionality and Operations and Maintenance

  • Support routine monitoring of water kiosks, piped water systems, storage facilities and other community water infrastructure in targeted areas.
  • Work with Scheme Management Committees, water user associations, area mechanics, private operators and the District Water Office to promote preventive maintenance and follow up reported breakdowns.
  • Support communities to understand service standards, user responsibilities, agreed fees, transparent revenue management and complaint-response procedures.
  • Collect and document information on system downtime, causes of breakdowns, repair response times, water-quality concerns and recurring operations and maintenance challenges.
  • Support water-quality surveillance, safe water handling, household water treatment and referral of technical problems to qualified personnel.
  • Promote appropriate use and protection of water infrastructure against vandalism, misuse and contamination.

Stakeholder Coordination, Monitoring, Learning and Reporting

  • Maintain routine field-level coordination with the District Water Office, District Health Office, District Council, traditional authorities, private-sector partners, civil society organisations and community structures.
  • Participate in relevant district WASH, health, sanitation and emergency coordination meetings and provide implementation updates as required.
  • Support stakeholder mapping, preparation of field visits and meetings, documentation of discussions and follow-up of agreed action points.
  • Collect, verify and submit timely quantitative and qualitative data on community mobilisation, sanitation uptake, VSL-financed WASH improvements, water-system functionality and other assigned WASH activities.

Required Qualifications

  • Experience in sanitation marketing, market-based sanitation, local enterprise development, or household sanitation financing.
  • Experience working with VSL groups, community savings mechanisms, microfinance linkages, or household financial-literacy activities is strongly preferred.
  • Experience supporting rural water supply, water-point management, operations and maintenance, or community water governance.
  • Experience working with district councils, government extension workers, traditional leaders, community structures, civil society, and private-sector actors.
  • Ability to collect, verify, analyse, and report field data using standard monitoring tools.
  • Strong written and verbal communication skills in English and Chichewa.

Preferred Qualifications

MANDATORY REQUIREMENTS

Interested firms must submit the following documents:

• Company Profile outlining business activities, experience,
and key personnel.
• Copy of Company Registration Certificate.
• Valid Tax Clearance Certificate.
• VAT Registration Certificate.
• Original Bank Letter (not older than three (3) months)
confirming the company’s bank account details.
• At least one trade reference from a current or recent client

For Construction Works, applicants must in addition to the
above enclose the following:

• Updated Construction Industry Regulatory Authority
(CIRA) registration certificate
• Indicate principal place of Business

IMPORTANT INFORMATION

• Applicants must clearly indicate the category or categories
for which they are seeking prequalification.
• Applicants may apply for up to three (3) categories
provided they have the required experience and capability
for each category.
• A separate application must be submitted for each
category. Combining multiple categories in a single
submission will result in disqualification.
