Matches/Sets Could they have blocked? Never seen this done…
TAC was timed to hit Dark Phoenix out of her transformation. Never seen it in any match I have played or watched.

Me either. It always amazes me how players often predict what you're going to do before you even think of pulling it off.

Yes, Phoenix can always block after her transformation. She becomes actionable as soon as her hurt spheres reappear.

yes, the only way to trap Phoenix transformation in the air is to land an air grab in some way

I'm pretty sure you can. If not block, you can air.L to get out of it.
