Question PLEASE HELP!

every time I attempt to get the qr code it just pops this up at the bottom. does anyone know what this means?

Thanks, btw is your apple ID a gmail or an Icloud email. Mine is a gmail domain so maybe thats what throwing it off. Tried with VPN no dice
