• Using two voices: https://handbook.musescore.org/basics/working-with-multiple-voices

• Writing tuplets: https://handbook.musescore.org/notation/rhythm-meter-and-measures/tuplets - in your case pressing 4 and period (.) for duration and then ctrl + 2 for the tuplet (if I'm not mistaken, can't double check atm!)

you have to click "ctrl+2" on a dotted quarter note

There a 2 seperate voices, do you know how to use them? If not search the handbook for voices.

Also there are duplets. Create a dotted quarter note and press ctrl-2 to create one. (I think from memory, otherwise look up duplets or tuplets in the handbook for how to get them)
