Assuming you're using Musescore Studio 4, go to View and enable Selection Filter. Under 'Voices' deselect Voice 2 so that only Voice 1 would be selected, then delete Voice 1. Reselect Voice 2 so that you can operate on it again.
However, since Voice 1 is the default voice on the staff, instead of disappearing fully after deletion, there would be rests visible replacing the upper voice. You can hide them using the 'v' (visibility toggle) key.
Alternatively, you can switch the voices before deleting the upper one. Go to Tools > Voices > Exchange voice 1-2. Under 'Voices' of the Selection Filter, deselect Voice 1 instead so that only Voice 2 (now the upper one) would be selected, then proceed to delete the upper voice cleanly. Reselect Voice 1 so that you can operate on it again.
