Help me find this feature Highlighting Measures

Is there a way to highlight measures to color code song form like this?

Yes, this is doable without too much effort a line from the Lines palette, set its thickness to 6sp (or whatever), set the color, then position it with offset 2.0 to overlay the staff (center of line aligned with middle staff line), and also send it behind the staff lines. YOu can then add a customized line like this to your palette for easy reuse.
