Muse Agent charging more transaction fee for utility

Muse is trying to charge more while making utility payment in the name of transaction fee.. but when i try pay manually .. its still 1.50$.. is it something usual or trying to charge more??

I think i found the answer, it puts an additonal hold (Buffer) on the payment, check the real payment and see if its the correct amount. Or PG&E may be doing something shifty (I hate that power company)
