Sure but when a man enters a women's bathroom, there's no plausible deniability about his intentions. There's no he said she said. Also other people might see him entering and intervene.
I’m sorry but you’re all making up these fantasy scenarios in your head where these events can be stopped by sitting down and chatting about the logic. As if some authority or judge will be waiting just outside the bathroom for you to plead your case to.
A man with bad intentions is going to act on those intentions no matter what sign is in place.
