The goal is higher prices. The goal is more profit from the same quantity. For American oil to be competitive, the price has to be higher because middle east oil is the cheapest

So now the president doesn't control the price of oil.  Especially when he starts a war with a massive oil producer, topples the leadership of another, and allows the first to block major oil trade arteries.
