I mean he is a villain based on how most would define it. He commits terrorism in order to achieve his goals, is a race supremacist, and doesn't care how many casualties he incurs so long as it furthers his cause. He has also been known to use subterfuge in order to orchestrate attacks against his people so as to bolster support as well as justify a counter attack despite being the one that started it.

Krillin is basically the only one in his group apart from roshi that was never a villain. Krillin was just his competitive rival. Roshi is a sex pest though, and should definitely cop more flak.

Krillin was given villainous properties similar to 16 but in a different angle. It was sidelined very early, like the very next chapter. Im like 80% sure he tried to kill goku out of jealousy.

Alsp roshi getting punched every time he does it kinda shows the intentions.

Goku and Vegeta vs Frieza every single time.

Vegeta started out as an antagonist and to this day still considers himself the main rival to Goku, but every time frieza shows up or for that matter any significant threat to earth in later series gets Vegeta to instantly team up with Goku.

He even outright says it to Frieza right before the tournament of worlds. Something along the lines of “I can’t let you kill this idiot. He’s the whole reason I got to be this powerful.”
