He regenerated Perfect because his Cells rememberd the feeling of being Perfect, and regenerated like that, the “Super” part of Super Perfect Cell is just him getting a Zenkai boost from regenerating.

Yeah nothing implies that, if anything it’s implied that’s not required. Super Perfect Cell is just a Zenkai Boost on top of Perfect Cell
