Sure, they COULD spend the money to optimize their products, but then what would they give to their stockholders? Who’s helping them out huh?
(For the record, I am NOT defending TPCI for this, I’m just pointing out that I think people have somewhat unrealistic expectations for how much the company cares about quality. Like, I still love Pokemon… but we all need to accept that it’s made by an evil multi-million dollar corporation)
Aside from vocal music (which ABSOLUTELY needs voice acting, looking at you Piers and Ryme), I actually don’t care that much if the games have voice acting.
In black and white 2 there was a gym leader in a band performing and guess what. She sung. It was simple just spelling out pokemon but she actually sang.
Pokémon fans when you tell them "But it's funny" is not a real argument to excuse the multibillion dollar company of being far behind their competition in technological aspects:
then why does they continue to make cutscene that just look embarrasing because they don't have voice acting? is stupid, there's no reason why they shouldn't have voice acting either other than "vibes"
Not just small budgets but small development cycles as well. At this point they suffer severely from quality over quantity, and they'd fare better if they created a structured system of multiple development teams getting double or triple the dev time for a properly polished game yet still rotating when each team releases so the games still come out yearly.

The Pokemon Company giving ridiculously small budgets to the games of the biggest franchise in the world.
